Projects are as varied as the customers and builder-owners who want to realise them. A small project might be the construction of a summer house, for instance: you choose, order and pay for the summer house (figure 1). The material is then delivered. You decide to put up the summer house yourself.You have purchased the materials and completed the construction yourself. You have carried out a small investment project which you have realised yourself. In another project you decide to extend your house.

Es gibt gesetzliche Vorschriften zum Abfallende im deutschen Kreislaufwirtschaftsgesetz (KrWG) ebenso wie im österreichischen Abfallwirtschaftsgesetz (AWG). Diese sind zum Teil nur unvollständig gegenüber den gemeinschaftsrechtlichen Vorgaben. In jedem Fall werden bezogen auf den Einzelfall für das Abfallende Entscheidungen des Abfallerzeugers oder - besitzers erforderlich. Diese Feststellung gilt auch mit Rücksicht auf die untergesetzlichen Vorschriften zum Abfallende.

Die Berliner Stadreinigung (BSR) betreibt in Berlin und Brandenburg vierzig nach BImSchG genehmigungsbedürftige Anlagen, die direkt oder indirekt der Entsorgung von Abfällen dienen (Tabelle 1). Davon sind acht Anlagen der Spalte 1 des Anhangs zur 4. BImSchV zuzuordnen. Relevante Emissionen umfassen neben Luftschadstoffen auch Geruch, Lärm sowie in einzelnen Fällen Erschütterungen und Licht.

Projekte sind so vielfältig wie die Kunden und Bauherren die sie realisieren wollen. Ein kleines Projekt könnte zum Beispiel der Bau eines Gartenhauses sein: Das Gartenhaus wird durch Sie ausgelesen, bestellt und bezahlt.Später wird das Material geliefert. Sie entscheiden sich das Gartenhaus selber aufzustellen. Sie haben Material gekauft und die Montage selber durchgeführt. Sie haben ein kleines Investitionsprojekt getätigt und es selber realisiert.

Poland has a municipal waste generation of close to 12 million Mg per year [1]. Only the Western European countries like Germany, United Kingdom and France have higher waste arisings. But the generation of municipal waste per capita is very low in relation to other European countries.

Für eine Vielzahl von Anlagen sind in Deutschland nach § 4 Bundes-Immissionsschutzgesetz (BImSchG) [1] in Verbindung mit der Verordnung über genehmigungsbedürftige Anlagen (4. BImSchV) aufwändige Genehmigungsverfahren [1, 3] notwendig, die je nach Anlage und Standort vielfach die Erteilung weiterer Genehmigungen, Erlaubnisse, Bewilligungen usw. einschließen oder in gesonderten Verfahren erforderlich machen.
