Higher efficiency and effectiveness in public services through regional approaches - joint solid waste management councils
The subject of this paper was selected to suit the issue of the 20th Anniversary of Sardinia Symposium titled “11th International Waste Management and Landfill”. In particular, it fits Topic F: Waste Collection. This study is based on more than 10 years of field experience in three Governorates of the Gaza Strip (Northern Governorate, Deir El-Balah and Khan Younis Governorates). (Session A1: Waste management policies)
After a decade of establishing the 1st Joint Solid Waste Management Council (JSWMC), the regional approach has proven its comparative advantages over the individual municipal system in the Palestinian Territories. The success of the 1st JSWMC had led to formulation of other councils in other local regions where it becomes an endorsed trend. This study is based on a practical experience and a rational comparison between the individual municipal system and the JSWMCs based on 5 performance indicators; collection rate, Vehicle availability, vehicle productivity, unit costs, and public satisfaction with the services provided. The establishment of two JSWMCs in the Gaza Strip has been supported in the frame of German technical cooperation, where in 1995 the first JSWMC was established to serve the two Governorates of Khan Younis and Deir El-Balah (JSWMC-Gaza Middle), and in 2004 a second JSWMC has been put into operation for the Northern Governorate (JSWMC-Gaza North). Both JSWMCs succeeded in improving the collection frequency, daily solid waste collection, vehicles availability and productivity, as well as reducing the costs of services. The JSWMC-Gaza North has achieved a cost reduction by 25% in few months following the taking over of service responsibilities from the municipalities. As a result, public satisfaction with services has risen significantly.

Neben der Weiterentwicklung der Steuerung von Aufbau und Liftern in Abfallsammelfahrzeugen sind Systeme zur logistischen Unterstützung gefragt. Ein wesentlicher Grund dafür ist der wachsende Kostendruck bei den Dienstleistern.
