The top priority of waste management in accordance with the Austrian Waste Management Act is waste prevention (§ 1 (2) AWG), which takes place largely outside the waste regime. Still, it is a prime task of waste management authorities to encourage the actual actor, producers of goods and products and consumers, to engage in waste prevention.

Municipal solid waste (MSW) known as trash or garbage consists of food waste, paper, cardboard, plastics, PET, glass, textiles, metals, wood and leather, nappies, slug, ash, etc. are arising from human and animal activities. The rapid development and urbanization of China have resulted in an increasing volume of MSW. So the problem of MSW management has become a major social problem, but one the other hand, because of their intrinsic properties, MSW are often reusable and may be considered a resource for energy recovery. The delivering quantity of household waste averages 179 million tons in China, and the amount of untreated MSW over the years has reached 7 billion tons.

Waste management has been recognized as one of the most pressing problems in Greece suffering of a low level of organization and relying predominantly on semi-controlled landfills until the end of the previous century [9]. Nevertheless improvements have been made during the last twenty years making the solid waste management in Greece a well-structured, organized and environmentally responsible activity with specific goals, mostly in the urban areas. However, there is a big need of changing the waste Management model. The development of efficient use of resources is the mean of realizing this vision. The transformation of the economy towards a resource-efficient direction will lead to increased competitiveness and new sources of growth and jobs through cost reduction through improved efficiency, commercialization of innovations and better management of resources throughout the duration of cycle life.

The paper reports on the development of a novel web-based Decision Support Tool, the WASP Tool (acronym of the words Waste Prevention), that enables LAs to select and implement the optimum waste prevention programme for their local circumstances and prepare their Waste Prevention Plans. The tool has been developed in the context of the LIFE+ project “WASP Tool - Development and Demonstration of a Waste Prevention Tool for Local Authorities” – LIFE10 ENV/GR/622”) and specialises in the geographical area of Greece and Cyprus, with high potential to better reflect need of the Mediterranean space.

The annual per capita production of waste in Cyprus is estimated at 468 Kg for residential areas and 670 Kg for tourist areas, while the total waste is estimated at the end of 2012 up to 630000t according to the official statistics. The Waste Prevention Strategy for Cyprus suggests that local authorities and policy makers should now put more emphasis on waste prevention and re-use, in order to achieve a reduction of disposal costs, CO
2 emissions and a decrease in the demand for natural resources.

This report gives a technological description of the four common collection and recycling schemes that have been tested in the Netherlands as part of the pilot beverage cartons in 2013. During this pilot the collection and recycling of beverage cartons was tested in 37 different municipalities, with various separate collection systems and 2 recovery facilities.
